I agree with you totally on the remedy.

In some sense, we should encourage this over-the-top behavior because if enough legislatures try it, the public may -- just may -- get sufficiently outraged to force achange to a nonpolitical system.

I don't hold out a lot of hope for that, but it's not going to happen at all unless something dramatic forces it.
