Impeachment is an indictment. Just because he is impeached does not mean that the Senate is obliged to convict. The Senate is within its discretion in determining that the matter is not serious enough to warrant removal, without having to deny the factual basis of the allegation. That is not jury nullification, that is applying the law when the law admits of ambiguity. No, America would not have folded, although it might have caused a diminution of regard for American institutions. Nor can one confidently say there would have been no economic impact, since investor confidence can easily be shaken by such events, and therefore the drop in the market might have been set in motion under Democratic leadership. But it hardly matters, since it is the beliefs of the Senators which are material to a determination of the stake they have in being cautious about removal.
