I think the basis of most conflicts boils down to economics. So I am optimistic that money will solve Iraq's problems.

There is $5 billion already in the bank from recovered Saddam loot, then there is the paltry billion or so out of the $79 billion Iraq War chest. That $6 billion will be enough for a few months. And there there is some $20 billion in the UN oil for food program. That should be enough to tidy things up until the oil money starts flowing.
