Of course all of your expressed "concerns" regarding the disposition of "nuke waste", etc., have to turn out to be reality. For now I see it as more wild speculation lacking clear evidence to support it. Many Iraqi citizens know what warning labels for nuclear & bio-hazzard mean. Surely someone, somewhere at some point would have alerted 'Mohamad' to the dangers of what he had stolen.
Next, your other concerns about "nuke waste" being used in a dirty bomb, etc., have to become reality before it became a "real" problem. This is a legitimate concern "if" enough material was stolen & "if" the looters knew what they stole & how to use it. Perhaps your concerns are right. We will know only "if" it is ever used.
As much as I believe that this (& much of the looting) is a problem, I'm not inclined to buy completely into your speculation. Besides, if it were true, then there would be undeniable evidence of many illnesses & deaths from exposure by now...... the symptoms are quite obvious & unique..... they occur quickly & health deteriorates rapidly..... and it's highly unlikely to be misdiagnosed when radioactive exposure is the cause.
I see no evidence of even minor cases of exposure, let alone the speculated & feared widespread death & destruction that would already be witnessed by now if your speculation were credible.
As for civilian casualties, I doubt the numbers are even marginally significant or the liberal press would be exaggerating these numbers daily in "Headlines" globally. Since this is not receiving much mainstream media attention whatsoever, I doubt it is actually a real or serious problem.
However, since Saddam emptied his prisons (except for those he had murdered) as the war became reality, there are a huge number of criminals on the streets. Iran has sent in "civilains" to stir up as much trouble as possible. There are also a large number of Saddam loyalists still around, much like the Nazi's, the Japanese military of WWII & most other significant wars. They are not only working toward instability, they are trying to protect themselves from being captured.
No doubt casualties among these troublemakers are being counted among the alleged "civilian" casualties, albeit quite unfairly & inappropriately.
