Not true. Pakistan is a failing state - I wouldn't say "failed" yet - not because of the military, or the mullahs, but because every attempt at civilian government has been dominated by the same old feudal elites. The result has been totally ineffective, wildly corrupt government, and that in turn has opened the door to the military. The military has done little better, and that has opened the door for the mullahs.

Power vacuums tend to be filled, and when a method of government is clearly failing, somebody will show up with an alternative, which may or may not be better.

Islamic fundamentalism is not dangerous because Islam is an "evil and wicked religion", as Franklin Graham put it. It's dangerous because it exists in states where the secular leadership has been unable to provide effective government, and has thus allowed fundamentalists a break at real power. Christian fundamentalism in the US is relatively harmless not because the religion is more benign, but because it is constrained by an effective secular government.
