Definitely a half-empty vs half full kind of discussion.

Before the war no women had rights, now only women in Kabul and Kandahar. Even though this is a significant percentage of the population - the war is presented as a failure because all women are not emancipated.

The last 2 countries that tried to impose order throughout Afghanistan were Britain and Russia - how did that work?

Maybe a policy of starting out in the central cities and spreading is a good alternative to repeating prior failures.
