Taiwan absurdly has allowed sars to get away on them. They had heaps of warning, were right there in the hot zone, but seem to have done nothing until it was on them. Too late now. Taiwan has mayhem on their hands with a huge death rate = 15% and not many more recoveries. At that rate they'll have a 20% death rate? What the heck is going on? China had a low death rate and Taiwan is getting a huge one. Diagnostic differences? People aren't designated sarist unless they are at death's door?

China is nearing the 50% recovered of the cumulative total showing they are winning.
