First things first, and to begin with do things where success is possible and which will be observed as progess to help develop Iraqi's confidence.
Iraqis need water, power, food and medical access.
If we have Americans helping Iraqis do the actual dirty work or arrange payments to get these working we will be winning the game of good guy-bad guy
Those who paint us as overbearing invaders will gradually become distrusted.
These are easy things to do, but policing and loot control are much more difficult, so let the UN support that if they are willing.
When constabularies duty to be done
A policemans lot is not an 'appy one
