That's because you aren't Artful Andersen(TM)! It's really elementary. You issue a special class of non-voting preferred stock with an absolutely huge dividend. Nothing could be simpler to pull out of the ever expanding bag of tricks that the geniuses of Wall Street are noted for.

Let's see, what shall we call this new class of stock?

"Preferred Integrated Senior Subordinated Offered Federally Financed Unlimited Special Accumulating Market" Instruments.
