Fairly easy to understand, those having plush assignments not wanting changes. Might get assigned to a mid-African country with poor climate and have to hire new servants, speak a different tongue.
Some sections of government are committed to move slowly so we dont confuse other leaders, upset the apple carts, violate treaties and (perhaps unwritten) agreements
Their jobs may continue after GWB is gone, or they would hope so anyway.
.Its typical to blame a person (GWB) rather than an event (911) as the cause of unwanted changes.
That was not the case with the CIA, the FBI, and the INS because there was no doubt they had missed their assignments and major changes were needed. And also they are more inclined to action rather than talk, and can at least understand that 911 was a call to action

There may be some common ground between Democrats and Republicans here.Do not both agree that changes were or are needed- in Company management, in the Tax structure, in immigration policy, in foreign in laws, in school systems ? Can we afford to have a Clinton type (who did not fix these things) back in office?.
So changes are needed, which introduces uncertainties, and I never appreciated having to move to different jobs assignments while working. |
