Rockwell chips that aren't upgradable---

David Lawrence was kind to Rockwell, saying, in response to Dee Jay "Another point. I don't doubt that ROK could have cranked out massive quantities of 68-pin K56 chipsets, but found they would not be able to be firmware updated to support ITU standard, and very wisely decided to forfeit time-to-market versus putting out inferior/obsolete product."

Maybe they didn't crank them out, but at least some seem to have been shipped in early K56 modems... check out these problem reports from users:
