Why am I not surprised. Instead of doing a better job teaching, dumb down the testing. Ugh!

Money, money, money. So long as the resources to improve education aren't available and, in fact, may well be decreasing--check the various states which are having to cut back on school support, this will only get worse. It's hypocrisy to try to put standards in place without providing the wherewithal to improve schools--smaller class size being the number one variable.
