What seems to be the "big difference"?
When is the last time a Russian or a Chinese vowed to sacrifice their lives in a suicidal attack to "destroy the infidel"?
Like I said previously, Kim Jong Il is playing some high stakes brinksmanship with a very poor hand, trying to maintain sufficient bluster than he can rally his rivals and subordinates around his policies...
But I'M VERY CONCERNED about a fanatical militant fundamentalist regime, who's very ideology is dicated by the belief that it is "god's will" to destroy the infidels, obtaining and using WMDs, even if it requires their own sacrifice.
Because unlike other secular nations which normally play according to the rules of strategic game theory, religious fanatics often are required to ignore such rules and place their destiny in "god's hands".
And an issue which directly pertains to the technology involved in long-range missile interception, is planetary defense. The technogy to identify, target, intercept, and deflect and/or destroy, asteroids will derive directly from the research we spend on missile defense, IMO.
And it's only a matter of time before the Earth is struck again by a potential planet killer.
