France could if it wanted annul the treaties recognizing Monaco's independence tomorrow and that would be that Why hasn't it, then? Let me answer that one for you - Because France benefits from the existence of Monaco as a separate entity. In general, I pity anyone who doesn't live in the US Ho ho ho!
