To be more charitable to Ira, if he were writing for ComputerWorld, his positioning of the two technologies might be different.

I doubt he would advocate each hotspot needs a licensed mobile wireless base station as well as a WiFi base station, because that restricts hotspots to the mobile license holders. [e.g. Sprint Affiliates]
