the bill could have helped lower income and retirees with limited dividends by making the first $1000 in dividends non taxable. Every penny they can get can to offset heating, air conditioning, prescriptions food etc.. bills. Remember these people paid when they were working and are now caught up in heavy school taxes etc... recog. school tax local but if we wanted to return some money to the people it would have been great to see more consideration for lower income imo.
