The distinct merits of the Khalidi essay is that he tries to see the conflict from both sides, that he sees that there are two problems of immediate concern: the settlements/occupation on the one hand and the suicide bombers on the other. The first kills more civilians than the second.

Settlements kill nobody. It is the low grade war, which the Palestinians started, that kills people. Apologists for Palestinian terror always conflate the two. I noticed you did not answer my comment that Khalidi obviously feels that the Palestinian response to "occupation" has been appropriate and acceptable under the circumstances.

It's rather unclear which side is killing more actual civilians, i.e. non-combatants. The figures Khalidi is looking at count all Hamas "militants" and members of the shabab as "civilians". If you count civilian as a) not in uniform and b) not involved in active combat, c) not part of any military or para-military organization, the figures are quite different.

It's also apparent that the Sharon government won't help the new PA government

Tell me, just how do you think that Sharon could help Abu Mazen when Arafat is sabotaging him every minute and Hamas has already told him "no cease-fire"? Is Sharon really the problem here?

not a two state solution but a spiritually defeated Palestinian population

What if the "spiritual defeat" of the Palestinian people is the only path towards a two-state solution? According to polls, about half of the Palestinians are still fighting for the destruction of Israel. Why do you keep overlooking this fact? Somehow, you never forget the Jewish settlers who still hope for "Greater Israel".
