Did they do it (agree to pay the fines) merely to put a noisome political problem behind them... or would/could they have been convicted in a trial? >>> Either way - given their twin fines for trading with terrorist nations and deliberately structuring to evade the requirements of the law, and fraudulent billing... it seems unseemly that they should be the beneficiary of such large NO-BID federal contracts!
