Re: "Buddy, I just dont have enough info to judge but BE CAREFUL. things are not always what they APPEAR to be. I am a retired CPA from an International CPA firm.
1. I have been involved in LEGALLY setting up offshore corporations for the purpose of LEGALLY avoiding TAXES. Could be THAT is what was going on there?"

>>> I suppose. But since they agreed to pay fines for setting up off-shore divisions for the purpose of skirting the laws against trading with terrorist-sponsoring nations... then perhaps it can be inferred that at least they know the difference between the letter of the law, and the spirit of the law.

"2. When it comes to GOVT BILLING that is ABOUT AS COMPLICATED AS IT GETS. The Govt seems to go for these COST PLUS contracts, the problem is they then get into an arguement as to WHAT IS COST. OVERHEAD is a portion of cost and the allocation of same can be attacked or supported many ways.
So the bottom line is be careful what you read into things unless you are SURE you know all the facts. However, if your facts are correct then I agree someone needs to be imprisoned. Fines dont help as these Execs dont pay the fine the Corp does. Its PEOPLE that commit crimes, not Companies. jdn"

>>> Agreed. Again, they paid large fines to settle the government's claim that they had padded their bills with the government. Did they do it (agree to pay the fines) merely to put a noisome political problem behind them... or would/could they have been convicted in a trial?

>>> Either way - given their twin fines for trading with terrorist nations and deliberately structuring to evade the requirements of the law, and fraudulent billing... it seems unseemly that they should be the beneficiary of such large NO-BID federal contracts!
