I have been researching central bank operations lately. Found an informative article on how to restructure a socialist economy into a market economy. All this in regards to various CBs in Eastern Europe, former Soviet countries, Afghanistan and now..... IRAQ? If you wish to check it out:

Check out the article: Central Bank Independence; The Theory and Practice In The Czech Republic. If you want to save some time, start with section 2.4 Macro Economic objective of the Sbcs. Looks like Iraq citizens may undergo the same experience, if the game plan remains same.
