What's wrong about States hiking taxes, while the Federal Government lowers taxes? This way States that need to raise taxes, and do so, and the pain will be offset (somewhat) by a Federal tax cut. If States can manage, without tax increases, local citizens will be rewarded.

Even if there was no Federal tax cut, states would be raising taxes. It's silly to think that: If not for the tax cut, the Federal Government would be bailing out state budgets.
