Every other promise was broken.
The Bush Administration says, "there is no point in negotiating with __________ (insert current target regime here), negotiation equals appeasement, They always lie". The truth is, the 1994 agreement failed, and N. Korea will shortly have nukes, and there isn't a thing we can do about it now, and it's all because we failed to keep our promises, we were the untrustworthy negotiator.
