Why is it John that whenever a ceasefire is being proposed, and/or ministerial meetings between the PA and Israel are scheduled, HAMAS and Islamic Jihad pull out the stops ?

You have to look at who's profiting from continued "struggle". Hamas and the rest have the most to lose if there is ever a peaceful resolution of the conflict, they'll be in the dustbin of history fast. Arafat himself would serve no useful role if there was ever a peaceful resolution. Such a thing certainly wouldn't let him live out his dream to ride into town in a black limousine with associates in Mercedes firing M16s in the air, would it ? He already did that once returning from exile, probably the high point of his career.
