Once a laboratory is built it would not make sense to just junk it. I create a lot of bacterial cultures to keep my compost pits digesting the fodder that is put into them. Even at my relative small scale I use about a gallon of rotting vegetable scrap slurry a week.

These particular trailers had aluminum compounds in the fermenters, useful for producing hydrogen gas for weather balloons. The military argues that it is not cost efficient to build a trailer for such a purpose, but if the trailer was already built (and these were apparently built in the 1980s) it cost almost nothing to use them for that purpose once the biological program was abandoned.
