I'm living on a second floor apartment. There has been a drought here for several years, and the near-by forest fires caused some hardship on the birds. However, I figure leaving nature alone is the best policy as far as the health of the wild life population goes. Putting bird seed out is a selfish act. I like to watch them. I have flower pots and planters all over the porch too (so far neighbor hasn't complained about that). As I'm having morning coffee I feed and water and it helps me to establish a nice outlook to begin my day. I can see how having bird crap on your porch rail could annoy other folks. There are lots of cool ways to spend the morning, so if it is truly an annoyance I will cut out the feeding all together. I will check with him in a few days now that I have moved the operation. I was thinking of taking up the flute too, but probably not till I move to a house. In the back of my mind I am wondering if the neighbor is a bully and is looking for excuses to act tough. I hope not and will consider him a regular joe until or unless he gets ridiculus.

Neighbor just moved in (down stairs). He is from Louisiana and complained when I met him that he is suffering from culture shock. New people with attitudes sometimes turn out to be people who moved from the last place because their attitudes got them into trouble. He tends to complain everytime we cross paths about something. He always has a bottle of Corona in hand, with one nearby on the ready. Not a good combination (tough guy attitude with constant flow of beer). Can cause some interesting and entertaining spectacles though.
