If you read page 51 of "Rebuilding America's Defenses", a PNAC white paper that called for attacking Iraq in September, 2000, you'll read the following words:
Further, the process of transformation,
even if it brings revolutionary change, is
likely to be a long one, absent some
catastrophic and catalyzing event – like a
new Pearl Harbor. Domestic politics and
industrial policy will shape the pace and
content of transformation as much as the
requirements of current missions.

Yes, PNAC speculates that a new "Pearl Harbor" would be quite useful for the transformation to Empire that they espouse.
Or you might enjoy the PNAC view of what constitutes America's new frontier, from page 15:

In short, everything you've ever read about a new evil empire based on military domination of the planet is already being thought through by the PNAC crowd. They mean to dominate the planet, and I do mean mean.
