I simply mean: with electronic voting machines, complete with internal modem to connect with the outside... but without any form of audit trail for their tabulations, without an open-source or otherwise available for expert examination OS, equipment provided by small firms - some of who's principles have vote fraud convictions on their personal records... I would expect nothing less than 'creative voting'.
