Of course not. You would never indict "anyone in particular". You're into "complex thought", like the subtle distinction between hating Clinton and merely "despising" him.

As I said near the beginning, if Perle and friends don't want people making too much of him, Perle ought to just shut up and quit blowing his own triumphalist horn at every opportunity. I sure didn't make up the "architect of the Bush doctrine" line. Of course, now Rummy's enlisted Newt to push his current infighting battle against Powell, State, and anybody else who might doubt the wisdom of the current "hell with Afghanistan and Iraq, it's on to Iran" line. I don't think the "anti-semitic" line will do much for Newt, but I'm sure the pundits will come up with something.
