Yes, his current threatening supply would only grow. Which is not the same as flaunting the likelihood of an imminent attack. And of course, once in battle, they would make sure that the troops had protective gear.

This Administration knew where some were, based on old intelligence. It present much of that before the Security Council, shared some of the material with the inspectors, and would likely attack those areas given a chance, meaning that Hussein had both motive and opportunity to move stockpiles in the time between Powell's presentation and the initiation of hostilities. This is so elementary, I can hardly believe we are debating the matter......
