Except when the public sector does it directly. THAT produces a bureaucrat class whose mission is to sustain and EXPAND the segment of the "neediest", rather than minimize it. It is a far more efficient form of oppression than totalitarianism, by far. The corrupt expanded social-welfare state of the Democrats over the last 40 years is the proof in all our faces...
