I agree with your assessment including your unease with the P.A. provisions. The opportunity for abuse may just be too great to resist. I'm not sure there would have been that big a difference if Gore had been in power, except Saddam would still be sitting pretty in Persia. In Canada the Dem's would be considered right wing reactionaries.

Go figure. :)
