It would be wrong because people do not like being run over and killed. Their families don't like them being run over and killed; their friends don't like them being run over and killed; and the people in the community don't like them being run over and killed. The person doing the driving may not think it is wrong, but his or her opinion will carry very little weight if he or she is caught.

Of course if there is a war and you are driving a tank you may very well be a hero for running over people in the street...
