I'd recommend reading the Newsweek article quoted in #reply-18644631

So if it turns out that Iraq did destroy or export its finished stocks of WMDs (without records), but kept its WMD programs, blueprints, and precursor chemicals, so they could whip up another batch in a hurry should the need arise, then that in your mind proves that Rummy was lying and the whole war was a fraud?
