orkious, I think the author may have limited the applicability of 'indebted nation' to federal-level debt, and measured obligation as a percentage of GDP.

The author may have further constrained his analysis by including implied obligations for Japan (municipal shortfalls, bad banks, etc), and excluded the explicit obligations of the US government (social security, keeping the peace everywhere, etc)

Neverthe less, still alarming, in a headsup sort of way, in respect of potential credit withdraw syndrome for the world.
