The defenses of liberty lie not on scraps of paper- -even the Constitution. They lie in the hearts, minds, and thoughts of the individuals in a society. If they are determined to have a democracy with civil liberties, they shall and no government shall stop them; if they are not, no words on paper shall save them.

The British have no written Constitution. They do have some Acts of Parliament and some ancient written agreements with kings that grant them some rights- -less than Americans have, actually. Those Acts of Parliament could be repealed at any time, stripping them of most of their rights. But any British gov't that attempted that would fall within hours when the wrath of the enraged citizenry struck. The same is true of any American gov't.
