well, one problem is the way its implemented (bi-lingual education). A distant relative of mine has a 4th grade daughter who was going to public school in one of the central valley towns. They must have so many spanish speaking children they had some homerooms that were taught in Spanish. Problem was, an odd number of kids meant some english speakers had to draw straws and some of them wound up in the spanish only class. And guess what, this class was behind on the basics (math, spelling etc) for obvious reasons. No kidding.
