Abu Nidal was in Iraq, but was a) out of action for decades, b) nothing particularly to do with Iraq when active, I thought backed by Syria, c) not an 'official' guest, and d) probably executed by Saddam's security forces (such a loss). He's the only terrorist I recall us finding in Saddam's area - there was the AQ camp up north, but this was in the Kurdish/no-fly zone so Saddam had no say in what happened there anyhow.
