Ah, you love to pose questions and then try to force a reply, don't you, c2.

The question is rather whether the term "terrorist" is a term reserved for historical winners to describe the actions of historical losers, the Nietzchean statement. I don't think there is any doubt as to the conclusion.

Jacob Snyder also makes a related point which is that in guerilla wars the dynamics are such as to increase the likelihood of this happening, and, something that had not occured to me, that groups/nations which engage in conflict today know that dynamic is out there. And initiate or don't initiate engagements with that knowledge.

Sounds right.

As for inherent evil, my epistemology doesn't get me there. But there are certainly things such as mass murders that are about as bad as one can imagine; the Holocaust is about as bad as one can imagine; Stalin's purges, slaughter of the peasants, etc.; the list keeps going on.
