difficult to figure out the logic in FX markets. EZ is in recession, strikes by workers only increases the budget deficit if respective countries and the USD not the EUR are weakening.

Why should one invest in an economy riddled by strikes is beyond me. Better trade deficits than strikes and budget deficits.
