Our UC system is tremendous, Berkeley, UCLA and UCSF (medical school) especially. And Stanford is local. The K-12 system is an embarrassment. All you need to do is take one look at the facilities to see where people's priorities are. The only reason the test scores are where they are is due to the avg intelligence of the students and an occasional exceptional teacher. The system itself is the worst.
