Saddam refused to allow the inspectors to do their job and he created conditions where they had to leave the country. Saddam may have been contained but possibly not forever and also the effort to contain him caused more death and suffering for the Iraqis then the war did. The UN wanted more time but with Saddam in charge of the country more time never would have been enough. Tim
