the problem is that the RENTERS are using services and being subsidized by newer homeowners

But the cost of those services have nothing to do with the value of the house.

The rental price is a function of supply and demand, not the cost of services.
You're blaming wealthy apple-growers for the cost of oranges.

You think raising taxes will reduce rents?
Obviously not.
