my theories as to why Saddam Hussein acted like he may have weapons but did not:

He wanted to scare the neighboring countries in the ME and if he let inspectors in they would know he had nothing, stalling had worked with the US before.

Knowing he had no weapons, he knew the US could not prove any weopons existed. But his neighboring countries didn't know if SH REALLY had no weapons or if he was just hiding them well.

So he weighed the possibilities and decided to play a game of chicken with the rest of the world.

I also think the 88 chemical weapons attack on the Kurds was an error, I suspect they wanted to use chemical weapons but not kill thousands like they did, they probably had deployment issues.
