See if you can differentiate your argument over thousands of people from many different agencies serving in two hundred posts overseas over several decades, make an assertion we can test, and then we can talk about it.

Until then it's a stereotype invented for meaningless political rhetoric. "Clientitis" is a cute term until you have to apply it. Give me some case examples - and not one anecdote to prove a sweeping point, give me some evidence of trends.
