I'm not sure you are correct about the threat level.....the main difference (IMO) is that there are many in the ruling class who want to see SA modernized and who do see us as a friend and ally. We fought side by side with them in '91. As the older generation dies off and loses power, happening slowly but surely, we will be able to effect the changes without needing to resort to war....there was no such chance in Iraq. I think the same analysis applies to Iran and that is why military action will not be necessary in Iran.
