No, it doesn't. The lies made in 2002 and early 2003, were about current events. We were lied to, about what the situation re WMD was at the time. Whether Iraq had WMD in 1998, and the evidence for and against WMD in 1998, or any other years other than 2002-2003, is totally irrelevant.

The Administration did not say, "We know Iraq had WMD in 1998, and so we presume he still has them now, and we can't take the risk, so we have to invade." Instead, they said, "We know (no doubt, we have proof) Iraq has them today."
