The only time the Iraqis used chemical weapons was when their regime was in danger due to the Iranians advancing deeply into the country, fairly close to Baghdad. The Shiites were never a threat, nor was the US no fly zones. For that matter, shooting down a jet with chemical weapons would be an extraordinarily unlikely, history making, event.

Even though it is theoretically true that Iraq does have WMDs hidden in some obscure location for obscure reasons, the problem that Bush and Blair have is that they lied about the content of secret documents, in order to cause Parliament and Congress to grant them the right to start a war.
What they did was claim proof of the existence of WMDs that they did not, in fact, possess. That is, even if Iraq really did have WMDs, the fact is that Bush and Blair did not have any direct evidence of those weapons.
So if those theoretical unused fantasy weapons of yours don't turn up, they're supposed possible existence isn't enough to make Bush and Blair into honest men.
Hey, I agree that if WMDs turn up the heat will mostly be off. But if they don't, their theoretical existence won't help the liars in front of Congress or Parliament.
