And, yes, it is possible to come up with exceptions. There are a few counterexamples. But that's all they are, exceptions to the general rule. It doesn't invalidate the general principle.
But it does. There are exceptions, therefore it's not a "general rule" or "general principal".
What it is, is a sometimes true, sometimes false, statement about what has happened.
Furthermore, it's sometimes an utterly murderous prescription for rote action.
And also an excuse for lack of ethical responsibilty.

The world is contingent. Before the US invaded Iraq, some people had their tongues cut out, were tortured, and murdered for criticizing the government. It was policy, and now it's not. Now they can say what they like and these evil things don't happen to them. The presence of the US forces seems to have already lead to an increase in Iraqis' freedom. |
