It was not just Rafael that viewed the Taliban takeover favorably; almost everybody did. Just like we all liked Saddam back when he was fighting Iran -- even though he started that bloody war.

And as for using the rank and file Baathists to run Iraq, it's my understanding that that was the original plan followed by Garner. De-Baathification is a change in plans, because most Iraqis didn't like it -- they wanted the Baathists' jobs for themselves.
