tooearly, float a totally outrageous idea (straw man) so that the slightly less outrageous idea will seem sound.... Could be, I suppose... We'll just have to wait and see how it plays out. But, I truly believe that there are some folks with lots of political clout within Japan that might be thinking that's it time for some radical ideas to be proposed, since nothing else has worked for them for the past 14 years. It could just be yet another sign of desperation from a beleaguered government... KJC
