So you're saying that Bush cutting the capital gains tax rate had no bearing on thousands of investors who took their profits while the rate was low after holding a long time before that because of the high rates? The high Capital gains rate kept them in the market. Cutting it was an invitation for a stampede. It was no way to protect the market imo.
